I am absolutely delighted with his handling of the web page.

You'll be able to find the original version of PROPAGANDA , published in 1928, on a freedownload .pdf file on that web page sans the introduction by Mark Crispin Miller that is found in the edition published in 2005.

However, having read Miller's introduction, I think he is an excellent writer. It may very well be worthwhile to purchase the book he recently published, a link to which is found on the web page of the review of PROPAGANDA.
